Introduction
Within the NHS, Commissioning has taken many forms from Practice Based to World Class Commissioning. Currently, the NHS has established the National Commissioning Board and has formed a number of Clinical Commissioning Groups to further develop the service.
With a recent survey1 indicating that around 40% of GPs knew enough about clinically led commissioning, it is clear that practice managers will have to develop their expertise in commissioning in order to support clinicians.
Each practice manager and director will require to understand what commissioning is and isn't and the impact of new contracting arrangements, some of which will involve community organisations and civil society.
A requirement of authorisation of CCGs is to develop a robust commissioning plan and in line with QIPP, to deliver efficiency savings.
In discussions with practice managers, they urgently require to know about health contracting and how the procurement regulations will impact upon it. This workshop describes what practice managers need to know in order to perform their new roles including JSNA and Spend Analysis.
So if you are a practice manager or director responsible for any of these areas, then attendance will help to ensure that you are fully aware of the new requirements before authorisation. There are considerable changes in practice required and our information is that many organisations are relatively unprepared and lack capacity in this area.
This workshop describes what steps practice managers require to be taking and how to do it. It also includes considerable time for dealing with questions and audience participation.
We will explain the terms of Commissioning, Commissioning Plans, Strategic Procurement, Workforce development, eProcurement and Contracting and how these areas inter-relate and can be used to improve provision. Delegates will also take part in a number of exercises which will help them to reinforce learning.
Training Objectives
Delegates will receive an appreciation of the challenges of commissioning and contracting, their impact on clinical commissioning and how these can be used to improve the patient experience and satisfaction.

Doug Forbes BSc hons, DMS MIHM Director Barony Consulting Group
Doug has been involved in commissioning and procurement since the 1980's and is one on the thought leaders in the area. He has also contributed to the Five Year Vision on Commissioning by DfES. His recent book, 'Achieving Commissioning Excellence' considers how to embed commissioning into the DNA of an organisation. An earlier publication, the 'Guide to Procuring Public Services' provides commissioners with up to date advice on 'How to ' procure highly complex and sensitive services. He will describe the challenges for commissioners and highlight common concerns
Doug has spoken at a number of successful conferences on eProcurement, Best Value and innovative approaches for the public sector in UK, for Professional Associations, local and central UK government, in Europe and the UN. He brings a broad approach and specific sector knowledge which will provide a number of insights for delegates.
Doug is also Chair of the Institute of Commissioning Professionals which is now the IHM Commissioning Division.
Andy Wotherspoon BSc, MIEE Procurement Consultant
Andy was formerly Operations Director with Tyco Radiocommunications and has considerable practical experience of handling innovative procurement exercises in the Housing Sector. Many of the ideas and practices are directly applicable for Health and Social Care. He has undertaken reviews in Children's and Adult Services and in Housing. With a contracting background, he understands the challenges faced by operational managers in implementing this policy.
